In accordance with the provisions of Article 9, Section 2.J.3, of Handbook EL-902, Agreement Between the United States Postal Service and the National Rural Letter Carriers' Association, effective October 7, 2023 (pay period 22-23), the equipment maintenance allowance (EMA) will increase to 98.0 cents per mile.

Feb 25, 2023. #1. We already have issues with this count at our office. 1st. Multiple trips to load the vehicle in the morning, was not counted. 2nd. Multiple trips to get tubs was not counted. 3rd. Return from route, no counting of anything to be recorded, including 3M, endorsed mail, UBBM, or accountables.The failures of management to follow their own rules in the mini-count will eventually be resolved, but there is and has never been a problem with not enough EAS employees (or vacancies to assign others to 204(b) for the duration) to handle this. However, the key will be carrier's ability to count all other mail, bundled flats, raw mail in tubs, sequenced flats, EDDM and see these numbers reflected on the report.
