At 75, it generally helps to follow a guide. There are some good ones out there that will go into detail, but you want to focus on getting Accuracy as close to 110% as possible without going over (1590 is the magic stat number) and Alacrity as close to 7.14% without going under (1213 is the magic number here). Everything else goes into Critical.
