The rubber plug you describe is there for the plug in type tachometer... it simply plugs in and the tachometer works. On the other side of that plug is a: Purple Wire: 12v supply for the tachometer. Each of it's six carbs has an idle mixture adjustment. It is likely that due to some dirt in the carb idle passages or even someone messing with the adjusters, the mixture is a bit off.
