mav_rx1 • 3 yr. ago. Alright you might have a glitch causing them to not show up but you can try fast traveling to each hold that they travel to it should make it spawn eventually. The reason I think it is not working is that you are not leaving the cell so theoretically you can leave and go back and it will reupdate if that doesn’t work ... Stumbled on balance of power quest. Had to look online for location of Saints camp because it wouldn’t show as a marker. Defeated both camps and now have to speak to Ri’saad… Welp. No marker to find him. Just ran from Whiterun to ……
