From what I've seen THE ONLY way to get veteran rewards is to be in EU/JP and buy a game card. EU cards don't work in NA, and they don't sell them (as of yet) in NA. That long time players have forgotten the original Veteran Rewards system was intentionally discontinued and most of the rewards were rolled into the Achievement Certificate system.
